Il Sottosegretario del Ministero della ricerca scientifica e dell'information tecnology, Wlodzimierz Marcinski, è volato a Bruxelles per partecipare al Consiglio europeo dei ministri dell'agricoltura e della pesca in cui si doveva approvare senza discussione (A-Item) la direttiva sulla brevettabilità del software. La riunione si è tenuta tre giorni prima della vigilia di natale.

Il Sottosegretario ha chiesto che non si discutesse della direttiva e che si eliminasse la voce dall'agenda della riunione. Il commissario all'agricoltura ha espresso rammarico (regret) ma Marcinski ha comunque ottenuto l'assenso dei ministri del Consiglio e quindi la proposta di direttiva è stata depennata dagli ordini del giorno.

Secondo rumors il Sottosegretario è arrivato pochi minuti prima dell'inizio del  consiglio e pare sia merito della locale FFII e di 7thguard che hanno convinto il Ministero polacco a intervenire. Comunque è da riconoscere il merito a Marcinski che tra le altre sue doti è pure un programmatore, un coders, oltre ad avere un curriculum scientifico di tutto rispetto:

Sottosegretario Marcinski
Studied mathematics at the Warsaw University and graduated from the Warsaw School of Economies (Organisation of IT Projects). Long associated with the Institute of Mathematical Machines in Warsaw. In 1973-1985 he was programmer, project manager, computer system analyst, author of plenty of computer applications mainly in economy and state administration. In 1982-1985 he was IT manager in a private company. Since 1986 he has been working for the Ministry of Foreign Affairs. In 1993 he was appointed as plenipotentiary of the minister and deputy director at the Department of Information Technology and Telecommunication. From 1998 he is a counsellor at the Polish Mission to the European Union in Brussels in charge of IT and telecommunication issues . At present, he is a national representative to the Council's Working Party on Telecommunications and Information Society.
In 1995-1998 he was a member of the team of advisers of the Prime Minister. From 2001 he is a member of Information Society Forum in Poland. Awarded in Poland for activity in the field of the European integration.
He is a member of CETI experts group in European Parliament in Strasbourg.
He is the author of papers and articles on IT and Information Society issues.
Married, with one daughter. Interests: skiing and tennis.

La prossima discussione si terrà sotto la presidenza lussemburghese, un elemento importante da tenere conto è che la Polonia è un paese povero e potrebbero offrirgli contropartite interessanti per fargli cambiare idea. Non va dimenticato che molti paesi sono incerti e che nel frattempo possono essere convinti ad opporsi. Le lobby ci ritenteranno ma non prima del 2005.
